This comment letter to the California State Water Resources Control Board (Water Board) was sent in response to the proposed Low Income Rate Assistance (LIRA) program implementation scenarios prepared pursuant to AB 401 (Dodd, 2015). The comment letter addresses the series of questions posed to the public by the Water Board in Summer 2017, and makes a set of general recommendations to consider when finalizing the program proposal.
